This position requires that incumbent should nurture a culture where every one recognizes HSE as his / her direct responsibility while implementing HSE policy. He / She must be capable to make HSE a visible norm in the company and enhance systems effectiveness by innovative and time-tested implementation techniques. He must be enjoying relevant technical and general management skills to develop, implement and improve upon HSE program of the Company.Works under general direction of the Head Corportae Risk & Compliance.

Reporting & Data Analysis:

Analyze HSE data collected on specified formats from all Divisions / Projects and report on the health of HSE system implementation to the top management.

Arrange for the Collection of accidents/injuries data from sites and follow up for timely compilation of HSE monthly statistics report. Arrange its distribution to all concerned after the approval of Head Corporate Risk & Compliance. 

Improving HSE Standards:

  • Continually improving HSE standard which facilitate the management in business acquisition and client handling.
  •  Improve standard HSE plan and support execution teams for its effective implementation by customizing it.
  • Up to date knowledge of relevant Health and Safety and Environmental legislation, Codes of Practice and Guidance, and to be fully aware of its application to all Authority activities.
  • To interface with regulatory agencies to evaluate changing requirements.

Monitoring HSE Activities:

To provide internal technical support on Safety, Health and Environmental matters to Line Managers.

Visit different project sites for monitoring and inspection of HSE activities to verify compliance of project specific HSE plan and advise improvements where needed through audit reports.

  • Correspond with project sites regarding appropriate reporting of incidents/accidents and subsequent investigation.
  • Visit sites in case of major accident/fatality, which needs detailed investigation.
  • Ensure that every activity is assessed for associated risks and all possible mitigation measures taken to keep risks as low as reasonably practicable (ALARP).

Environmental Protection:

  • Ensure that Initial Environmental Evaluation (IEE) and Job safety analysis (JSA) is carried out before any job can start.
  • Participate in process of environmental, health and safety hazard identification and carry out risk assessment involving line management in order to get their input for its effectiveness and ownership for the compliance
  • Ensure all local, regional and global environmental legislative and regulatory requirements applicable to company's activities are complied with.
  • Identify opportunities for continuous environmental improvement and implement programs to deliver these.
  • Promote and coordinate the integration of environmental management and sustainability issues into policies, rules, products, services and operations

HSE Audits:

Conduct HSE audits of Divisions/Project Site and follow up for the closeout to verify compliance, and advise concerned to improve the weaknesses observed.

 Establish monitoring and measuring techniques, audit to gauge effectiveness, provide feedback to the concerned and take actions to improve HSE systems.

Development HSE Plans , Procedures and Bulletins:

  • Facilitate establishments in developing emergency response plans in order to deal with work and infrastructure related emergencies and to monitor that drills are conducted regularly to verify preparedness of workforce to recover from such situations within the shortest possible time.
  • Develop and promote HSE programs by writing and updating the HSE rules and procedures applicable to business areas by consulting internationally recognized HSE standards, best practices and bench markings.
  • Develop and distribute HSE bulletins for sharing findings of injuries/incidents and other information related to HSE.
  • Devise, develop and monitor effective Risk Assessment management strategies and make recommendations on the implementation of these strategies


  • Develop and review HSE training material for project management team first line supervisors and workers.
  • Hold orientation sessions for those proceeding to the projects. Guide and coach HSE trainees.
  • Scope, design and deliver Health & Safety and Environmental training, and to promote continually improving standards of Health & Safety and Environment in the company.

Policies & Procedures:

Recommend improvements to HSE system and direct the implementation of procedures and controls covering all areas of HSE activity so that all relevant procedural/legislative requirements are fulfilled while delivering a quality service to clients and employees.

Taking the Ownership of Company QHSE Policy:

Accountable to create a safe working environment, manage risks, reduce exposure to hazardous liability and ensure implementation of QHSE policy

Comply with all HSE standards as applicable to the company systems, policies, procedures, and documents in order to deliver the expected quality of work

The efficiency of this position is critical for ensuring protection of company’s credibility with respect HSE policies.

Having large on going construction of engineering, manufacturing and plant services activities,  it is critical to have relevant HSE training for employees and sub-contractors engaged with the company.

Has an important role in reviewing and advising the sub-contractors in terms of HSE compliance, participates in projects Kick-Off meetings.
